The RcsSetting is considered a built-in app, so, it can not be a virus. If are having issues regarding this software, then you have to look further at other errors that you may present in your smartphone. This is a useful application but like any other preinstalled software, it can suffer from some kind of error. This can be related to a previous installation of another program.
